Victims placed together with abusers

This article reveals that children who have been victims of sexual abuse, are placed in the same institutions as children and youths who have committed seual abuse. The new abuse happens at night when the institutions are minimally manned. According to the article, more than one third of the children who have been sexually abused, have been abused by other children.
