Footnote 4

Back to article

The article in Tønsbergs Blad writes about “the chief of staff responsible for among other things the CPS”. I consulted Tønsberg Municipality’s website and found that Mette Vikan Andersen is the chief of staff in May 2013. But the article speaks about the chief of staff in May 2012.

I then sent an e-mail to the municipality om May 24th, asking if Vikan Andersen was the chief of staff one year ago:

“Good evening

I have a question regarding the chief of staff for Children and youth in Tønsberg. At the minicipality’s website, one can read that Mette Vikan Andersen is the chief of staff for Children and youth in Tønsberg. My question is if she was the chief of staff in May 2012.

The reason why I ask is that an article in Tønsbergs Blad on February 20th refers to the chief of staff responsible for among other things the CPS in Tønsberg, and that I edit a website about among other things the CPS (www.fampo.info/barnevern.html).

With best regards
Erik Strand”

Some civil servant forwarded my message to Vikan Andersen, who replied:

“Hi

You ask if I as a chief of staff has got the responsibility for the CPS. I do not have the professional responsibility: that follows the CPS leader. We have chosen to organize all helping services in one department with one leader for each one, but the CPS leader has got the professional responsibility and authority for the CPS.

With best regards

Mette Vikan Andersen

Chief of staff, Children and youth, Tønsberg municipality”

This was not an answer to my question – if she were the chief of staff in May 2012. And professional responsibility and authority does not ned to be tha same thing as adminidtrative responsibility in the public sector. It is by no means a controversial use of the language to say that Andersen in her position is responsible for several services in the municipality, including the CPS.

The important thing is that Andersen does nothing to deny that she is the person mentioned in Tønsbergs Blad.
