Child Protection millionaire fired after mixing roles. Later, he worked in the neighbouring municipality.

In an article in the Norwegian newspaper VG on October 3rd 2017, one could read about Helge Alne's (33) conflict o finterest. While he works for the public CPS in the Follo regiaon in Akershus county, his company sells private Child Protection services worth millions of Norwegian kroner.

Last year, Alne was fired from the Child Protection Services watch in Oslo, after the municipality learned that he administrated Ditt Tiltak AS (AS means LtD).

The company Ditt tiltak AS offers private child protection services. Among other things it sells foster home placements to sundry Norwegian minicipalities. According to VG, Ditt Tiltak has experienced a solid growth during the last years. In three years, income has more than doubled, and last year the company had a revenue of more than 31 million NOK.

Oslo municipality found that Alne's commersial interests could not be combined with his job at the Child Protection Services watch, and fired him.

In the article, it was revealed that Alne at the time of writing worked for the Child Protection Services watch in Follo, close to Oslo. The Child Protection Services watch constitutes the CPS's on call service during evenings and week ends. Its main task is helping children and families in crisis which need urgent help.

The week before the article was published, VG requested access to the list of all those who worked for the Child Protection Services watch in Follo. In this list, Alne is one of six on call temporaries who are used.

According to Aksjonærregisteret (shareholder register), Alne recently bought a 65 % share in Ditt Tiltak.

Ski municipality, a municipality in the Follo region, reported to VG that they so far this year had spent 1,3 million NOK on consulting services from the company. Another municipality in the region, Ås, spent 1,2 million NOK on the samer company last year. Ås municipality informed VG that they so far this year had used two consultants from Ditt Tiltak, in addition to some consultants for support measures, paid by hours.

When Oslo municipality fired Alne last year, he brought the case to the court, claiming that fre dismissal vas not valid. The court did not agree, and the municipality won the case. At this time Alne was CEO at Ditt Tiltak, in addition to owning 50 % of the company. The court ruling underlines that his ownership has created unhealthy mixing of roles.

Among other things the court mentions that there has been at leas tone case where a child already placed in a foster home by Ditt Tiltak, contacted the Child Protection Services watch while Alne was on guard.

The court found that his appointment at the Child Protection Services watch made it possible for Alne to let his personal interest count more than the child's interest. The court mentioned that:

- Ditt Tiltak was in direct competition with Oslo municipality in recruiting foster homes and offer aftercare.
- Alne was in a position where he could exploit his appointment to the benefit of his company, i.e. by tailoring offers.
- Alne could be biased in cases where children contact the Child Protection Services watch.

The ruling states thet the court did not find reason that Alne actually would let his own interest og before the child's interest, butt hat it was sufficient that his employment made it possible.

According to tax reports from 2015, Helge Alne had an income of 3,1 million NOK and a fortuen of 1,8 million NOK.

The court ruling also reveals that Ditt Tiltak and Helge Alne sent a letter to the municipal Child and Family Department, informing that they had vacant foster homes. Attached to the letter were reports containing sensitive information about the various foster homes. The head of the department reacted to the content, but did not know that Alne worked for the Child Protection Services watch.
